It depends what you want to use your PC for once you upgrade.
Which games, resolution and programs will you be using it for and which graphics card do you currently have?

power supply:CORSAIR CX Series CX750
ram: patriot Viper Elite 8GB (4 x 4GB) DDR4 2400MHz

Thats my setup. i am going to change my mother board out and most likely also get 32gb ram

I agree with Richie - a Ryzen 3700X would be a decent upgrade as it has 8 cores and is very good for gaming.
A 3900X is faster in applications but a minimal improvement over the 3700X for gaming and also a lot more expensive.

Well the 3700X would be as it has 8 cores as opposed to your 4 cores.
Newer games make use of more than 4 cores.
It also depends on what resolution you run games at too as at higher resolutions you are more GPU dependent generally speaking.
Some games like GTA V and Assassins Creed are also CPU dependent though.

Just take a look at that. 3700x is kinda the same performance as the 7700k in games.

There is no big upgrade for your 7700k unless you go with the 3900x or the 9900k. You already have a good CPU for gaming.

That is a very good comparison for maximum FPS but there is also the stutters due to low FPS and minimum FPS to take in to account.
You will see far less stuttering and drops in FPS with the newer Ryzen 3700X than the i7 7700k due to increased cores and an increased IPC with these 3rd gen Ryzens.
