[SOLVED] Witcher 3 10-20 fps max with 1080ti and r7 2700x lowest settings. Help!

So ive been playing the witcher for a couple moths now. I first started on a gtx 1600 6gb with a r5 1600 16gb, no overclocking system. i played at 50-60 fps on ultra at 1080p 144hz monitor.
I have upgraded my system to a r7 2700x gtx 1080ti 16gb ram slightly OCed to 4.1 ghz. Same monitor btw. the game ran fine on the same settings but all of the sudden, i max out at 20 when my framerate cap is on 30,60, or unlimited. I reinstall my drivers. I even monitor my temps and core usage and for some reason, ( only wotcher and the temp programs running) my cpu is using 100% of the first core while the rest lay at 20-30% and the gpu is temping at 80C using 96% of its core as well. I have no idea what i could do to fix it. All of my other installed games run BUTTERY SMOOTH. so its just the witcher 3. Any help would be greatly appreciated thanks!

I verified the game in steam after you posted your reply. There was one file that had an issue. After it was fixed nothing had changed. Still capped at 20 fps no matter the setting or on 60 fps cap or unlimited fps cap settings.

i aslready stated the upgrades in my original post ~ ryzen 5 1600 to r7 2700x and from gtx 1060 6gb to a gtx 1080 ti ~ my motherboard is msi x370 gaming plus board with the most recent BIOS update

I had Razer Cortex and Windows game boost on at the same time by accident. I uninstalled Razer cortex and im back at 144 fps (V sync on) that's what fixed it for me it might be different for others though.
