Witcher 3: how to lower CPU usage and get rid of stutter

My computer specs:
-i5 4460 3.20GHz
-MSI GTX 970 4GB
-Corsair Vengeance DDR3 1600Mhz 2x4GB Dual Channel 8GB kit
-1920x1080 LG monitor
-500w Corsair CX Bronze
-1TB WCD Hard drive
-ASRock Z97 Anniversary Motherboard (Socket 1150)
-Windows 7 Ultimate

Hi

Quick question is there any setting or something i can change that will lower the cpu usage down from the 90% i sometimes get and how i can remove the stutter i'm getting.

Also i'm on high settings get 60fps 1080p constant round about, mostly a lot of stutter though. Got rid of some with border-less window.

Have you checked for Virus(s) and Malware? Cleaned up startup of unneeded programs/apps

My computer is completely clean, its fine i got a refund. I will just get an i7 soon as i just got my inheritance this Christmas.

Let us know how it goes, in meantime could try with lower settings
