Witcher 3 micro stutters/lags/freezes

Hi guys, I have stutters problem in Witcher 3. Whenever I am in town (Novigrad, Oxenfurt,...) I get FPS drops. While playing the GPU usage drops from 99% to 40-60% (rarely to 0%) randomly causing really annoying mini freezes in the game. When GPU drops occurs, CPU usage is changing chaotically (80%-50%) and Power usage drops a bit. My Max GPU temperature is 70 celsius, all of my cores have same usage. I´ve tried so many solutions: Changing Nvidia Control Panel settings, capping fps using Riva Tuner, Vsync ON/OFF, OCing my GPU, setting GPU fans speed to 80%, unparking CPU cores, unplugged all IO devices, setting graphics to lowest, changing from Windowed Borderless to Fullscreen, increasing virtual memory, defragmenting HDD, playing with controller/gamepad, reinstalling drivers, using old and new drivers, reinstalling game, changing game versions (1.01-1.04-1.06-1.10-1.11-1.12) and reinstalling Windows. But it did not fixed my problem, but I have found only 2 solutions, 1.:capping my FPS to 30 and 2.: Playing on lowest resolution. Please help me fix this.

PSU: 450W 80+ Bronze
RAM: 2x4GB DDR3
HDD: WD Blue 1TB (Game)
SSD: 120GB (OS)
OS: W7 64-bit
 
Solution
Novigrad, and to a lesser degree Oxenfurt, are very stressful to render. That being said, based on your description (GPU load dropping, increased CPU load), this could be a CPU bottleneck or driver side problem.
