Witcher 3 same fps on all settings

yesterday i was able to run the witcher 3 on all ultra except shadows and foliage on high at about 40 fps, however today i only run the game at 19-21 fps no matter what settings i turn on meaning that on lowest settings, i get 19-21 fps and on ultra settings i get 19-21 fps, this has only happened with this game and my performance in other games has stayed the same.

Relevant Specs:

fx 8350 @ 4.5ghz
gigabyte geforce gtx 770, playing at 1920x1080
8gb ram
installed onto a 1tb hard drive, if that matters

witcher 3 has issues with the older kepler architecture. which is why nvidia wants users to upgrade to there maxwell or pascal architecture. there drivers are clumsy with the older hardware so the only thing to do is go back to where the driver was best for the gpu or wait for a kepler patch for the game.

but i didnt do any updates since yesterday or anything like that, nothing changed with the files for the game or my gpu drivers because i have not updated them recently, which is why i dont understand why this has suddenly changed

i didnt used to, but now it doesnt make a difference, no matter what settings i have on i have 19-21 fps, i've verified the game files and rebooted my pc and relaunched the game and nothing made a difference

try fully uninstalling the graphics drivers and do a clean install of the nvidia driver again.

would that really change anything? because the last time i updated my drivers was about 1 month ago, i could try updating them now to see if it would help?
