Witcher 3 texture pop-in & dithering

I've been playing the Witcher on both my desktop and my laptop, and enjoying it very much. However, I'm having some issues on the laptop. It has an i5-2520m, AMD Radeon 8950M, and 8GB of DDR3-1333, which is below min spec, but seems to do OK framerate (25 - 40fps) wise with mostly low-medium settings. The problem comes from textures popping in with a dithering pattern. It's kind of hard to describe, but it makes NPCs pop in as if they were "beaming in" from the starship Enterprise. It doesn't happen all the time, but often enough to be very distracting when it does. Anyone have any suggestion for fixing this graphical weirdness?
 
The pop-in is normal behavior for this game and has been around since launch basically. It has to do with the game engine dynamically streaming assets as you move around the game world.

There are no settings (either in-game or ini tweaks) that directly affect how much pop-in you get; it's mostly dictated by how fast your PC is, specifically your CPU and hard drive (it's apparently much more problematic if you run off an HDD compared to an SSD). So short of buying a new laptop it's something you just have to live with, unfortunately.
