oke, i have VX 550w, Core i7 4770k, HDD 500G, DVDRoom, motherboard Asrock I forgot, Can i Run HIS R9 290x iceq x2 4G. with VX550? i have tested my PSU, and my PSU fine, there is no stupid ripple, +12Vrail 12.25V etc

Yes it should run fine. Your overclocking will be limited. If you want do so you will 650w or greater.
