It would be fine to use that card but even if you upgrade to a 1080P/144hz the 1070 (ti) would be more then enough for awhile, although with that higher refresh rate you'll want to make sure you overclock that 2600 and make sure your running fast memory to keep those FPS high.

'Bottleneck' gets thrown around way too often. Every system has a limiting factor; be it CPU, GPU, Memory, Resolution, Storage etc.

You certainly could pair a 1080TI with a R5 2600. I assume your 2600 is paired with suitably fast memory? 3000-3200MHz?

I get all that, I’m on 1080p at 60hertz now and 120 or 144 monitor later. I just want to know in general, can this cpu run that card ?

Solution
It would depend on the applications, the screen resolution and the expected FPS.

For example the 1080 Ti would be a waste at 1080p for many users, but not if you want huge FPS from it (appropriate CPU included). On the other hand, if you want 4K and reasonable FPS, you're going to want a 1080 Ti. Realistically, if there's likely to be a bottleneck between the two, it will be the CPU.

All in all, unless you have specific demands for a high end gfx card and a mid-range CPU, I would save a little cash and opt for the GTX 1080 or 1070 Ti.
 
Yes, you can go for a 1080ti and it will work just fine with a Ryzen 5 2600.

Generally speaking, higher resolution requires a good GPU, and higher frame rates needs a really good CPU. So, if your only using 1080p and want 144fps minimum in modern games, you'll need a really good CPU and GPU to achieve this. If you're using 1440p or 4K and want 60fps, then it's more a good GPU that you need.....but every game is different and it also depends on the graphic settings you use too.

Okay, yeah I may go to a 1080 then; I may go pick one up. I can run 3.9 ghz at around 63 / 70 degrees and I have Corsair vengeance LPX clocked from 3000mhz to 3200mhz. 16 gb
Thanks for your help. And your right. I play with an MSI GTX 1060 3 gb OC EDITION with 1949 MHz core clock and 500 on the memory to make 4gb and that card treats me great in black ops 4 running 60 to 113 FPS. So I know if I get anything higher I’m at a win win now anyways.
