Without Vsync,all games stutter.

I'm having this problem for a few months now,every game I play,no matter what,I keep getting those annoying stutters,I always get high fps but every game stutters like crazy,only If I keep Vsync on it doesn't stutter,but I can't keep Vsync on in all games because some games have a really bad Vsync,and I want to be able to play with the highest fps with no stutters.
I sent my pc a few weeks ago to a lab for a checkup and the results were fine,my pc was stable and no issues were found,I have no idea what to do,I tried formatting windows a few times,didn't help,tried to switch to windows 10,didn't help,went back to 7,didn't help either.
I'm out of solutions here,and this situation is terrible for me,and I'm going almost insane about it.
I need some serious help on this,please guys,If anyone has a solution It would be much appreciated.

It's screen tearing, I alreday told you, use Vsync to get rid of it, that's what Vsync is used for, and you probably don't have a monitor that can display more than 60fps, so there is no point in having more than 60fps.
What do you mean stuttering? Framerate jumps around all over the place? Or micro stuttering? Are you sure what you are seeing is not screen tearing? Screen tearing occurs when your framerate exceeds the refresh rate of your monitor, which basically means your monitor cant keep up with what your pc is throwing at it and you will have multiple frames on screen at the same time. I think this looks very unpleasant but I would not describe it as stuttering.
 


No,I said the fps is always stable,what I meant by stuttering,is for example,whenever I run in a game or do anything that has to do with movement,the game will look horrible,like playing internet lags,although it has nothing to do with the internet..
This happened also on my older monitor,and then I bought a new one and I still had the same problem.
And I do think it's stuttering,imagine to yourself,without vsync the game looks terrible,I'm lagging with every movement,but when playing with Vsync on,the game is smooth.
 


I think it's called screen tearing, and it could be becase your FPS is too high, just lock your fps to 60, because I don't see why you would need more.

 
Stuttering is very different to screen tearing. It could be a hardware limitation hence my questions earlier. These really need answering before we can try and diagnose further.

A common cause of stuttering is running out of VRAM but without knowing the hardware it's impossible to guess

Solution
i have the same problem in counter strike games, and there vsync makes no point. other games where i use vsync ( pubg, gta v ) are smooth as hell, but csgo and css feel really different.
 


Try to turn off vsync and try to cap your fps to your monitor's refresh rate (search in google how)..
