Hi,

I like to build a WMI filter that allows a GPO to be applied to all
authenticated users but not to the ones that are members of certain groups,
how can I made WQL for this?

Best regards.

You could utlizie the Security tab on the policy itself, and add those you
don't want to receive a policy to a group, and give them Deny permissions on
the policy. Said policy will still apply to all authenticated users, except
for those that are filtered out.
