Wobbly Heatsink Next to CPU

I was putting together my computer, when I removed the CPU power plug, when I brushed up against the metal heatsink next to the socket. It moves back and forth but still securely attached, but always moves back to position. I'm planning on selling it on Ebay soon, should I be worried or is it normal, TY.

It shouldn't be wobbly , should be secured in place.

It shouldn't be wobbly , should be secured in place.

It is secured, it just springs back into place, it moves back and forth, but always corrects back to original place. It looks like it was done by design, I think it's ok to go.
