(WoL) Network Adapter keeps turning off

Hi, I am trying to get Wake-on-LAN working. I've used a program where I am able to send magic packets from my laptop to my PC while both are powered on, and the PC definitely receives the packets. However upon turning the PC off, power is cut to my network adapter and hence the magic packets cannot get through to turn the PC on. This is also the case when the PC is in sleep mode.

My motherboard model: X58A-UD3R

Steps I have taken:

■ - Updated the BIOS and Network Adapter drivers to the latest versions.
■ - Enter the BIOS and under Power Management set: PME wakeup (power management event) = Enabled, ErP = Disabled (it says if enabled, then < 1W and no WOL). Have tried putting ACPI suspent type on both S1 and S3. Should AC Back function be changed? The options are Soft On, Full On, Memory.
■ - Set First Boot device to legacy LAN.
■ - Unchecked 'Allow the computer to turn this device off to save power'.
■ - Under Power Options -> Wireless Adapter Settings -> Power Saving Module I have enabled Maximum Performance setting.
■ - In the Network adapter advanced properties, I have the following set; Shutdown WoL = Enabled (this is the default valued, I tried disabling it, no difference), WoL Magic Packet = Enabled.

When the PC is off my GFX card still has a light lit up, so there is still power coming through. Honestly, I don't know what else I can do to prevent the network card from turning off. Any help would be appreciated.
