Won’t boot normally

Hi, I think I might have motherboard issue and I hope someone in here can help.

Every time the pc has bin completely shut off I’m met with the “please enter setup to recover bios settings” page and the boot_device_led lights constantly red on the motherboard.
If I don’t turn the pc completely off the computer starts normally.

I have tried to replace cmos battery and updated the bios to the newest version and resetting cmos.

And it seems it can remember date and time even after I am forced to recover bios settings.

I am confused as to what is wrong, can somebody help me?!

Specs:

Asus M5A99FX PRO R2.0
AMD FX 8350
GTX 1060
8gb ram

Remove the CMOS battery and replace it after 15 mins. Power up the system and then get into BIOS and see if the devices are in order. Since you will clear the CMOS, you will need to key in the date and times.

See if you can reflash your BIOS. Prior to that can you list the following:
Ram: (make and model)
PSU:
Chassis:
OS:

Are you on any overclocks?

I will try that, but have to go out and by some new ones.

Even if I updated the bios to the newest version?

Ram: Kingston hyper x blu 8gb stick

PSU: Cooler master 600W (RS-600-ACAB-D3)

Cooler master elite chassis

Windows 10

And no overclocks
