No. There will be lag. Minimum for VR is GTX 970 or R9 290 w/ i5.

Yes, you can run an Oculus Rift due to the ASW feature. The GTX 1050 Ti and Core i3-6100 match the minimum requirements.

It wouldn't work well with the HTC Vive at the moment, since it doesn't have the ASW feature yet.
