Wondering if I could overclock with this PSU

I have an EVGA 650w power supply (gold) paired with an intel i7 6700k @4.0 ghz processor and a gtx980. would this PSU be too low to overclock both processor and GPU?

Yes, you have plenty of headroom for that and it's a good PSU.

You processor and your card all relatively power efficient so your should be able to Overclock both with that power supply.

You are 150 watts in front of that and a gold psu to boot. No probs overclocking everything.
'your processor and card are relatively power efficient' means nothing.

Your GPU is rated for 165 watts usage.
Your CPU is rated for 91 watts usage.

That's only 256 watts for those two components. When gaming, you will likely peak at somewhere between 300 and 350 watts for your entire system. You could install a second GTX 980 and still have plenty of wattage left.
