Wonky GPU fan

I recently bought a graphics card pre owned, EVGA 1080ti SC Black Edition, and one of the fans seems to be messed up. No matter the fan speed it wobbles and sounds as if it is hitting the heat sink under it. I came here to see if there is an easy way to fix the fan to get it work like normal or if there was a fan I could buy to replace it.

Hi,
I had a gtx 1070 strix where I broke the fan blade. I just ordered a new one on alibaba Express for the strix series of fans (it's the same fan design as the 970 strix and earlier) so I just replaced the fan before I sold it. For the strix I found videos and it was pretty easy, you unscrew the shroud and fan screws then replace the fan with something like this
