Wont boot, first boot with cracking sound

Hi guys, this is my first PC build and first time to this forum.
I just finished the pc build( all in the case with everything). I know I should have done a test boot before putting it in the case, but anyways, it happened already.
So for the first boot, all fans( case fans and cpu cooler) are all spining for 1 second. And shut down instantly. No lights, no sound or alarm. I was confused, so I did it again and try to notice if theres any signs about what went wrong. But this time, a poping or cracking sound ( like static electricity sound) came up and nothing spined. 1 sec later, a burned smell came up( at least thats what I think it is). The smell is pretty light, noticeable but not a heavy smell.
So, what should i do!? Should I replug all the Power connectors? Is there a probelm with my mobo or psu? Or did i short circuit the MOBO?
This is my build:
i5 4590
GA-z97-HD3 mobo
EVGA 650W Gold PSU
all of them are new! I hope i didnt broke anything! help!
 


Well, the smell is not from the PSU. But I did a research, the sound is like s static electricity, so, im guessing something went short circuit? What should I do?(No burn marks on anything, at least i cant find any)
