Won't boot from hard drive

I aquired an ECS motherboard RS780M-M3 version 1 with an AMD athalon II, it won't boot from the hard drive. I have installed a few different drives both IDE and SATA as AHCI and IDE. It will install windows7 and it will do it's usual re-booting during setup and continue to where I put in the username and time zone and stuff and when it has done all that and does the final re-boot it just sits there with 1 underline cursor blinking in the top left.
I have checked the BIOS to make sure the drive is in the boot order and even reset the CMOS. The drive shows up in the POST screens. I have tried different drives, CPUs and Memories, and I have deleted the previous partitions and started new and it all installs right up to the final re-boot. I have looked at the drive on another computer and the files are there like a fresh windows install. Why won't it go?
 
When dealing with troubleshooting threads, it's best if you can provide all the components aka full system's specs for the culprit system in order to pin point an issue. That being said, are you sure this isn't your board? What sort of a drive(s) are you using? When installing your OS, you should have the boot drive plugged into the first SATA port. Try and move your installation over to a USB drive and see if the issue persists.
 
I tried a few different brands of drives and as noted, several different plugs both sata and ide and gave up. What confounds me is that the computer reboots a couple times during install as usual, but after final settings, it dead ends to a single blinking cursor. Since then I used most of the pieces in other builds and put the board away
