won't boot when gpu is installed

I started to build a xeon budget gaming pc.

here's the configuration:
-e sonic g31 775 board (brand new)
-2x2gb ram (brand new)
-350 watt psu (brand new)
-L5410 xeon cpu (used 2nd hand)

now with this everything works fine. Windows 10 boots fine.

if I install my msi r7 250 GPU (also brand new) computer won't boot at all. all fans spin but pc stays on black screen, does nothing.

I happen to have a used r7 240 (also msi) card. if I install this, pc boots fine and plays games fine (with low fps of course).

if I install my new r7 250 on another machine it works fine and plays games fine.

with the above mentioned combination it does not boot? what can I do to solve this?
 


psu brand is Everest, cheap stuff. however it holds such configurations. I know I tried way demanding configurations.

but gpu card does not have a 6 or 8 pin psu req. cable thing.

anyways I tried with another psu that works with the card on another system. still black screen.

I guess motherboard cannot feed enough power for r7 250. do you know any tricks for such situations?

or should I try to find another card with 6/8 pin power? so it won't try to draw from motherboard? or is it because g31 doesn't support pci-e 3 at all?

i'm out of ideas.... =[
 

no nothing can be seen, screen doesn't come up. I deduced that mobo can't operate that card and moved on.

 

why is this important? it doesn't boot. there is nothing to see not even you can go into bios settings or anything. only fans work and that is all computer is dead with that gpu and mobo combination. it seems like as I said mobo can't power up that gpu.
