Won't download the latest tv set data in WMC

So I haven't run my pc tuner card in a while, but recently decided to hook it up to the cable box and get tv on m pc again so that I have a second tv in the house. I keep getting hung up in downloading tv setup data. It doesn't say there is anything wrong, it just hangs there and does nothing. I just want to watch tv on my pc again.

Is it possible my provider has done something so that even though I am paying for the cable service and cable box etc., I can't watch it when it is hooked up to my pc instead of a tv (I only have one tv, an old 27" tube tv)?
