Won't Go into standby mood

We had the problem for awhile that it would only enter standby every once and
awhile when you clicked it. And now when you go to Start Turn off Computer
the standby option is gray and you can't click it at all. Any help would be
appriciated. I aleady tried a few things I found in the seach but it didn't
help. Thank you in advance.

It is on Windows XP Professional with SP2. Sorry I forgot that the first time.
