Won't let me past inititial blue windows icon when trying to install 10

Just built my first PC earlier today, and am now at the OS installation. The problem is, whenever i try to install Windows 10 from the disk I have it never gets past the initial blue Windows icon it shows and my keyboard and mouse shut off. I'm stumped on what to do and would really appreciate help with this problem

what are the specs of the machine?
if its an Asus motherboard, are you using a USB or dvd to install?
