[SOLVED] Won't let me reset PC through any means

I clicked "Reset This PC" and it told me there was no recovery environment.
I made a Recovery USB following the directions on Microsoft's website, still no "recovery environment".
Booted from the USB stick I made using the Media Creation Tool, and there's no option to "reset" the PC, only restore from system image or System Restore point.
Downloaded the "refreshWindowstool" from here: http://www.tomshardware.com/faq/id-3159474/refresh-windows-clean-install-windows-anniversary-update.html and it's just the Media Creation Tool again.

How do I reset this and keep my files, without backing up and doing a clean install?

My Windows directory is Factory installed so it's in the C directory and I'm trying to install Windows 10 on a Windows 10 machine. What is going on?

I think just make backup of personal files and do a simple reinstall is the best option.

Or - if WIndows is preinstalled, then maybe the pc manufactor have their own tool for resetting the computer. In any case - do make backups of personal files first.
