I tried all of those options already none of them worked, I get the same problem.

Did you connect the monitor to the new graphics card and not the motherboard?

Which BIOS version is currently running on it?

Did you connect the power supply to the new graphics card? Is it tightly plugged into the 1st PCIe slot?

reset the BIOS of the motherboard by jumper, while the power plug is not connected to the wall.

Can you enter the safe mode of windows?

Yeah, plugged my monitor into the gpu. I made the power pin as tight as possible. I haven't tried the jumper yet. I can't get into safe mode, same thing happens. The bios is updated at f23.

Update: resetting the CMOS didnt work, I'm going to try to reinstall windows.

When you boot into safe mode is this with the display connected to the gpu? if so can you get in normally while connected to the motherboard? if so, try to get into windows via the display on the motherboard and then swap the cable to the gpu and see what happens.
