I recently bought a recertified motherboard for an old socket "A" chip after the old board crapped out (link).

When I hook everything up and power on, nothing happens. No fans spin, anything. I have checked and re-checked my connections, tested the parts in another machine (save for the CPU - I don't have anywhere to test it, though generally with CPU issues, I find the PC will at least power on for a second) including the PSU... any suggestions? I was sure it was a motherboard issue and already RMA'd one board, but I figure the odds of getting two defects in a row can't be too high.

Try resetting the CMOS jumper. Be sure to unplug the PSU and take the battery ou when you reset. It is possible the previous owner tried to flash the BIOS and was not successful and returned the board. PC Chips is not known for their outstanding MB's.

Hmm, no change.

yeah, didn't expect much from a PC Chips board, but it just has to run IE and Flash 8 for the kids and their Cartoon Network sites, so I figured it'd be able to handle that, at least. I don't want to have to RMA another board - Newegg is great with their service, but I want something working now, and cheap, heh.

A short could be causing the problem. A dead PSU? You could have a bad Power On switch on your case. Try hooking the RESET lead from the case to your Power On connector on the MB and power on from the reset switch on the case. Maybe the reset switch on your case is good.

PSU seems okay, as I did try it in another machine - didn't leave it in for any length of time, just enough to make sure things powered on.

Will try the case switches, though I did try just shorting the pins without using any switch at all, so not sure that will make a difference.

EDIT: Yeah, no difference.

Take a look at the underside and check carefully for brown, discolored or scorched areas. Maybe the previous owner overvolted it.
