Won't respond to "press F8 if you agree"

I installed a new hard drive on my Dell computer. I am trying to load the windows XP cd onto the hard drive. It does everything fine up to the point where I have to select the option of agree to continue or exit to end. It only responds to the press "esc" to escape. Won't respond to the agree to continue command.
What can I do to resolve this issue? Thanks.

If the F8 option is not active, it sounds as if your hard disk had not been detected, meaning that you have not installed it properly. You cannot press F8 if Windows sees no drive to which it could possibly be installed.
