Won't turn on

My laptop was talking to long to restart I turned off now it won't turn on

At all or is it turning on to some point? Lights, fans, etc... ? Or nothing. Did you try running it with no battery? Brand and model of system would help, also need to list any other issues it may have had aside from taking too long to restart. Was it restarting after a Windows update or anything like that?
