[SOLVED] Working GPU won't work on just one PC

So I just built a new system with the following components:

I3 9100F
MSI B360M PRO VH (latest bios already installed)
2x4GB Crucial Ballistix 2666MHz (did not activate XMP quite yet)
Afox RX 560-D (AFRX560D-4096D5H4-V2)
Corsair CX500
Kingston UV400 240GB

Tried to boot and no video at all, the motherboard tests for RAM, CPU, BOOT and VGA passed just fine. (tried both HDMI and Display Port)
So thinking it could either be a motherboard or gpu issue I tried my Zotac GTX 1070 Mini and even a Zotac GTX 650 Ti I had lying around and it worked flawlessly.
Since the motherboard was working just fine I then tried the RX 560-D on a B450M Bazooka Plus + Ryzen 5 3600 and on a GA- H61M-DS2 + i3 3220 which to my surprise also worked perfectly well.
So all the components are working but for some reason when put together it won't show any video signal.

I honestly don't get what else it could be, any ideas?

Just a quick update if someone in the future ever face the same issue.

I just ran some other tests and found out that if I am to use the DVI output it works (B360M + i3 9100F).
On the B450M and H61M all three outputs works just fine.

I also tested using Display Port + DVI on B450M and worked.
Display Port + DVI and HDMI + DVI on B360M did not work.

I still have no idea on what is happening but I think I'm done troubleshooting and will just settle using the DVI output for this one.

First off, that PSU is something I wouldn't look at power a PC, regardless of the system's power draw. With the system assembled with known functional and active hardware, see if you can get into BIOS and make sure you're on the latest BIOS update. Then try and drop the RX560 in and see if that works.

You might also want to try and work with a different, reliably built branded PSU(other than the CX500) and see if your experience changes.

I was able to not only boot into BIOS but also install Windows and drivers yesterday using the Zotac 1070 Mini, with the 650 Ti I was also able to boot into BIOS and Windows.

And I already had the latest BIOS instaled (12/27/2019 7B53v19 ).

Forgot to mention but I also tried to power it up with an EVGA 750BQ which also worked for the 1070 and 650Ti but not for the 560-D.
