Is it possible to make a file from a single video (for example, create a GIF or something similar) The initial segment of which was played once and the second segment already lasted indefinitely(was looped).

GIF - yes, you can create. Video file with loop - yes you can create. But a file is always definite, you cannot create indefinitely AFAIK.
