My budget is rs120000 max i.e $1500.
im from Mumbai so ill be going to lamington road to buy the pc parts or buy from newegg

I need to purchase a computer for VFX, VFX simulation, compositing ( mainly), video and sound editing, 3d modeling. Will be gaming too but too much. will not want it my gaming with bad graphics probly 4K

softwares that i will be using are maya, realflow, 3DS max, photoshop, nuke, C4D, after effects, premiere.
i will not be buying a moniter. I already have a 4k moniter
will not be buying a mouse but maybe a keyboard.
i really dont know if crossfire or sli will help
i am not upgrading, im buying a complete new pc
will be buying the pc in 15-20th oct 2015

Considering you're at 4k I'd maybe go for a Xeon instead of an i7. Performance isn't too far off and it can't be overclocked but saves you money which you can put towards a better graphics card.

It is an older socket than the i7-6700k and the CPU and RAM will be slightly slower but you would actually be able to game at 4k, the GTX 970 or similar might struggle at that resolution. If you can't afford the GTX 980 Ti, the R9 390x should do a reasonable job at 4k too.
 
Solution
390 gives better performance at 1440p and 4k BUT, neither of them can do high settings at 4k, they are simply not strong enough. You would need 2 of them.
jmsellars build is better for gaming, while my build is much better for the other task you mentioned.
