hey there , i need a workstation for renders ( mostly V ray ) , my budget is about 570$
I've been lookin into i7 6700 at first , but Xeon E3 look like really intresting choices , but I'm not sure which is right for me, these cpu's are in my budget range : E3 1231 v3 , 1270 v3 ,1230 v5 , 1240 v5 .
I'll be using this pc for some years , 3 year at least .
which CPU seem to be a better choice for me .
how much performance difference is there between V3 and V5 .?

This is the best you can get at that budget, i assume you need the SSD for your work, if you dont an i7 6700 will fit in the budget, though its not really needed. I would either get the SSD or a better graphics card for gaming.

You can assemble your own workstation build or take a set one with them. Very cheap prices. My advice is use it or pc part picker to create your shopping list, but buy the parts separate and assemble yourself (if you're happy doing that).

I went and bought these parts :
Asus E3 Gaming V5
Xeon E3 1240 V5
16 gb Giel ram 2800mhz
cooler master 550w Elite
also added my ATI HD 5770 1GB
whole cost came to be 570$ , a bit higher that I expected , but performance is great .
