Issues:Had good performance with previous rx 570, but upgrading to a 1070ti has resulted in even worse framerates. Games that would stabilize around 60fps at low settings now average 20-30 on even lower settings than before. It’s worth mentioning that I upgraded to a 144hz monitor but I can’t even run games at 60 like I used to before.

GPU: Nvidia GTX 1070-Ti - 113.7%
SSD: Samsung 860 Evo 500GB - 21.3%
HDD: WD Blue 1TB (2012) - 61.2%
RAM: Corsair Vengeance DDR3 1600 C9 2x4GB - 49.4%

Solution
The first thing I'd do is wipe out all the AMD videocard related drivers, taking care to not remove the motherboard related AMD chipset drivers. Then wipe out all the Nvidia videocard related drivers. Then install the Nvidia drivers again.

Considering your CPU is an FX, I'm not sure how high a framerate you can expect but it certainly shouldn't be worse than with the 570.

yes, used ddu in safe mode and removed them, then restarted and isntalled nvidia drivers. Then restarted.
