Question worse performance apter upgrade

so, my father decided to upgrade from a 480 to a GTX 1060 3gb. after conpletely uninstalling (old) drivers, and installing new ones, computer starts slowing down completely. (before installing drivers, it ran ok)

he has tried many troubleshooting methods, and is assuming that the card is at fault. (the 480 ran completely fine)

specs:
cpu: i7-950
gpu- gtx 480 (later 1060 3gb)
ram: 32gb 1866mhz ddr3 kingston hyperx fury
mobo: gigabyte ultra durable 3 lga 1366 (unsure which model)

Could be ... Geforce experience scanning for installed games.
Have to check active processes, disk activity to determine, what exactly is going on.

Power consumption shouldn't be a problem, both cards have about the same usage i think. Did you perform Windows Updates anytime between those changes? If yes, this may be the ol' prefetch Win10 bug.

Could you further elaborate what is slow exactly?
