worst frames on better gpu

hi I just upgraded my gpu, my old gpu was a pny gtx 950 my new one is a evga 1060 3gb and I only play CSGO basically with my old gpu I was getting a average of 250 frames and now with this new one only getting around 150 anything I can do?

I unistalled everything still nothing still getting frames from 100 to 150
