I would save that 60 bucks in order to upgrade CPU and Motherboard to another more performance-oriented platform.

Yeah. Unfortunately, replacing the motherboard means having to activate Windows again. I don't think the digital rights licenses are transferable.
Windows 10 license are transferable, you can login to your microsoft account and deactivate your old system, and reactivate your new one.
And going from an Athlon 5350 to a 5370 is lighting $60 on fire. Save up some money and get a low end Pentium or an i3, and a new motherboard. You...

Yes you're right, you should add more for the OS. Perhaps that money you could use to get a SSD if you don't have one. Spending $60 for 150MHz doesn't seem a good deal for me.
