Question worth it to upgrade now or later

My pc specs-
cpu: Intel I5-3570k cpu@3.4GHz
mobo: ASUS P8z77-V LK
Ram: Patriot Signature 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1333 (PC3 10600)
Ssd-500gb Samsung 860evo
Cooling: Hyper 212 evo
Gpu: GTX 1070
Tower: HAF 932 Case
PSU: Corsair 750 wat 80 bronze semi mod.

Just wandering if it would be to upgrade now or later this year like around Nov. 2020

Whether to upgrade now or later is your call, obviously.

But upgrading from your 3570k to a 3700x would be a HUGE upgrade for you. Not only would you gain four cores and eight threads, but you'd gain considerable single core and IPC performance as well.

I think the board and CPU you have picked out are fine choices. The memory however, I'd look at a G.Skill 3600mhz 2 x8GB or 2 x16GB kit. 3200mhz is leaving a moderate amount of performance on the table with 3rd gen Ryzen. 3600-3733mhz is the preferred range for Ryzen 3000.
 
There is always something bigger and better waiting around the corner. And no telling whether it will actually be seen before the end of the year or not, or whether the performance will be enough of a jump from current 3rd gen Ryzen to even be worth waiting FOR for that matter. It's possible, but the current gen Ryzen is a big jump from Ivy bridge.
