worth upgrade i7 gen.4 to i5 gen.8/9 ?

already have a 1440p 144hz monitor and my rig is running so good at 1440p getting 60-80fps avg.

i have some money to spend on pc.. so. whats best part to upgrade 1st?

my rig is
i5 4690k
r9 390x
ram 8gb 1866mhz
psu 650w
ssd 240gb

im thinking :
1.Buy a used i7 4790k + a new RTX 2080
2.Buy new i5 8600k/9600k+mainbord+ram+ssd m.2 + a used gtx 1080ti
3.Buy a used i7 4790k +used 1080ti + a top cpu watercooler + used 8gb more ram
4.Buy new RTX 2080ti and upgrade cpu later
5.Buy new platform i9-9900k+mainbord+ram+ssd m.2 + a cpu watercooler and upgrade gpu later

NB. Already tested my rig with rtx 2080 ... it was bottleneck :(

unless you cannot play decently atm, go directly to gen 8 or 9 only if the price gap isnt too big, if you can play any decently, wait a couple of months; RTX cards haven't proved itself yet, so a major flop could occur. 8 gen cpu is now obsolete, powerful, good, but obsolete, 9 gen is a frankenstein, a refresh of the refresh becaus intel couldnt sort out 10nm yet, maybe they will still this year, so a probable 10th gen cpu will come out with more distinct specs
I think the CPU and GPU are well matched.
I'd go to 16 GB.
I'd also go with a larger SSD....but that's just because I need more than 240GB....but SSDs have come down so much in price you might want to consider that.

Either that.....OR

i have money to buy an rtx 2080ti or new platform i9-9900k.

nah, i had RTX 2080, i bought it and used in 2 days and already sendt it back :D

Out of your 5 choices I would stay away from any with a used GPU.
Although I buy used CPUs and have good luck.
So I wouldn't do options 2-3.
I wouldn't do option 4 because I would hate to look at my 2080 Ti knowing I wasn't really using it.
So I'd go with 1 or 5.
5.....if I really wanted a 4K gaming machine (eventually....as you wouldn't have the 2080 Ti)

Ok, define bottleneck. What games did you play? What was your CPU vs GPU vs RAM utilization when monitored with HWInfo or something similar?

Was it that way in EVERY game?

I will reccomend you to upgrade a GPU and RAM, your CPU is enough powerful to handle a RTX 2080, there might be some bottleneck on 2k resolution but I don't it will bottleneck on 1440p
