Would a 2.2Ghz Phenom9500 bottleneck a 4870, 4890, GTX260, or GTS 250?

Yes. That processor will need to be running at somewhere around 2.8-3.2 ghz to get those cards up to speed.

Get a new mobo and use the old one as a frisbee.....

Then overclock the 9500 by 400-500Mhz and you will be fine....
