Would a GT 740m (64bit version) run GTA V at lowest settings?

Yup, it should. I have an AMD 8750M in my laptop, and run BF4 at high, with a few settings on medium and get 50-60FPS. The 8750M is on par with the 740M. So you should have no problem.

I have the same laptop, I can run bf4 on low med and high settengs mixed, but gta 5 is well optimized so you can play it at med and high maybe even some ultra at 60 fps
At a 1366x768 resolution

well, you can't. I have the same spec and it couldn't work. I thought the CPU is not good enough...only 1.6Ghz turbo boost 2.6Ghz

And Gta V runs fine for me with high/medium settings when in turbo mode

This is bullshit I have the gtx 740 2gb SC and I run csgo all low settings at 70-80 fps, I would never dream of running gta V at 60 lol
