Would a GTX 1080 be powerful enough to play Fallout 4 on medium settings at 720p?

I have a 980Ti as of now and i get around 30FPS average on Fallout 4 even when all settings are on as low as they can go and at 720p and with no mods. I want to be able to get a stable 60FPS at 720p with medium settings and was wondering if a 1080 or two 1080's in SLI would be able to handle that? My 980Ti can run Witcher 3 at 1440p 100% max with a 60FPS and even can handle many games at 4K and a great FPS but Fallout 4 kills nt FPS and have tried turning down every possible graphical setting and tried reinstalling Fallout 4, deleting all drivers and reinstalling them and i even tried a fresh install of WIndows 10 and it still performs bad. I also tried NVIDIA adaptive and set Maximum performance in the control panel and disabled V sync also. I am ready to just buy Fallout 4 for my PS4 so i can get better FPS and graphics from how it seems :( I will be buying a 1080 soon but was wanting to hold off but it seems i may need one now just so i can handle Fallout 4 at 720p :( If anyone can help me decide if i should get a 1080 or tell me any fixes for this thing.

But why am i getting the same scores on benchmarks as others who have the same GPU and also the same FPS on games as others who have my GPU with only Fallout 4 giving me bad FPS? :(

Looking at your signature I'm mystified at your fallout 4 performance. I play it on a reference GTX980 at 1080P max settings and it's perfectly smooth.
A shot in the dark probably but it's not downsampling from 4K even at the lower settings maybe? the Nvidia experience software has set that to on for me on a couple of games and it's been a problem every time so I no longer use their recommended settings.

Yes a 1080 is powerful enough, but in theory so is your 980Ti so something else is going on.
 
Something is not right there I can assure you.

With a 980 TI card with everything turned on to ultra settings even at a 1080 p resolution you should be getting 60 fps
Or even more.

Something is holding the performance of the 980 Ti card you have seriously badly.

What cpu are you running the game with, Brand Intel or AMD cpu, and the model number of the cpu.
Also what brand of motherboard do you have and its model number Ferrariassassn.
And the type of memory in the system, the speed of it, and how much 8gb or 16 Gb of memory
Or are you running a system with just 4 Gb of system memory ?


I suspect it is why you are getting such low frame rates even at a 720 p resolution with all the details and graphics settings of the game set to low.

And not to be too funny here, but if your motherboard has its own on board graphics solution on it have you checked to see if the game is not running with that instead of using the 980 Ti card.

It`s seems really odd.
Post back with the details, of your mobo, system memory config, and the cpu used in your system please.

it would be somewhere between the lines of.

a) you arent using the latest Nvidia Drivers for the 980Ti
b) your fallout 4 isnt updated (can possibly fix performance issues so its worth trying to be up to date)

I have an i5-4690 and 4x4GB of 1600MHz ram and a Samsung 850 EVO SSD. Below is my motherboard.

Sadly i have tried all of the links you sent when i did research it because i am left with no other options and is why i cam ehere :( I have my Fallout 4 updated to latest and also have latest NVIDIA Drivers. I did have an ENB but i deleted every single file of it and heck i even deleted fallout completely so it should be gone right? The ENB is Vougue ENB for fallout 4. I do have Nexus also but all of the mods are disabled and the mods i did have were just texture packs for guns and stuff.

but if you play any other game, you get good fps? at 720p you should be getting 80+ - 100+ fps on games really with that GTX 980 Ti at max settings

this confuses me. haha. ok so let me ask you this what is your powersupply right now? and how long have you been playing with your GTX 980?

try installing MSI afterburner and play a game while its on, see the % of GPU usage and monitor the temperatures.

I have a 980Ti not a 980 and my GPU is at 80%-100% and CPU is at 70% max. And i have a EVGA 750W Gold Modular PSU
 
I would check what speed the I5 cpu is running at, but most of all check what the temperatures are of it.

If the cpu is overheating due to a badly fitted cpu air cooler it could be the factor as to the bad Fps.

If you used the stock cooler that is provided with the I5 Cpu, and you built the system yourself Ferrariassassin.

And it used push pins where you had to push down on them to anchor them to the underside of the motherboard.
Check them again and give each a firm push till you hear a firm clicking sound from each push pin.

If the cpu temp is high, 80c or more the cpu might be thermal throttling
And the reason why you are getting such poor fps in games Ferrariassassin.

It will choke the performance even with a 980 TI card fitted to your system.

Please check it as I suspect it may be the problem.

CPU is 37 degrees on avg and goes to 45 degrees max due to my water cooling. CPU is runnig ad 3.9GHz also. I have a score of SCORE:7019 points (116 FPS, 60000 ms) on Furmark with the 1080p benchmark is that normal for a 980TI?
