The GPU fan blows downward and the wifi card is in the next slot right under a GPU fan. The wifi card has a heatsink; just wondering if the wifi card will be safe there or if it will get overheated? The PC doesn't get a lot of heavy gaming, just wondering.

Should be fine if your usage is modest. Heavy usage like AAA or competitive gaming can impact though.
Just installed GTA5, that's the heaviest gameplay that pc is going to see, mostly kid's games like Roblox etc. Is older pc XPS 8300: i5-2320, 8gb ram, 1050ti, so is limited to what games can be played. I could probably put it in the last pcie slot, is just a USB 3.0 card I'm removing anyways; would just have to lose a USB as it blocks the wifi card's heatsink, don't use that USB so'd be ok if you think moving it down there would make a difference?

Sounds similar to one of my old machines. There was a sound card sitting on that last slot for 5 odd yrs with similar usage, apparently without any hassle. The backplates are pretty sturdy on them.

Yeah, should be fine.
