Would adding 4000 rpm case fans reduce GPU temp?

So my gpu (1080ti, MSI armor edition) reaches the 84c temp target very easily, even with an extremely aggressive fan curve. I think the main problem is that the fans on the card only go to about 2400 rpm. My old 980ti's fans went up to about 4000 and it always stayed under 80c.

In an attempt to lower my GPU temp, I'm thinking about adding a couple of 4000 rpm case fans to my rig (1 intake, 1 exhaust) along with a fan controller. I would turn the fans on max during gaming sessions. I game with headphones so noise won't be a problem.

Do you think these extra fans would, with their pretty high RPM, reduce my GPU temps? I currently only have 1 intake and 1 exhaust fan in my case and I don't think they even go beyond 2000 RPM (maybe not even 1500, can't recall).

Any opinions are appreciated.

Thanks.

I'd go with some Corsair AF120s and AF140s (Both Quiet Editions) and an NZXT GRID+ V2. I currently use both and my PC is always at the temps i want. The grid+ v2 allows you to create individual fan curves for each fan (or all simultaneously) so you can make it that when you are not playing any games, the fans won't even be on (as I have it). These fans move enough air but are also very quiet.
