Would an ati 4650 ddr3 512 agp work ok w/ a P4 3.0, 460 watt psu?

would the p4 3.0 with ddr 400 bottleneck that gpu?

so it would bottleneck the cpu, but wd still get the throughput/work that I need to do (video editing/encoding)? Maybe bottleneck is too strong a word - I was using it as 'will freeze the system' and cause fatal problems.

It would be a match for my system - good to know.

Good to know it will not cause issue, but will it be significantly better than the present card I have in my system, a 5200 128 mb agp? Again, I am doing video editing primarily.
