Would an Coolermaster Hyper 212x be enough to overclock mildly?

I own an AMD FX 8320, and have little trouble with the stock cooler other than no real possibility of overclock (for reasons I am about to expose) and very high temperatures when Turbo Core is enabled, generating a very high amount of noise, making me turn it off on the summer.
Now, it is important that you know I live on Brazil, on the far south, that does not mean it is not ridiculously hot, it IS ridiculously hot, and then in the winter it is very cold. In summer we often see 38 Cº, and on winter it gets into -5 Cº territory. That means on a very hot and closed room such as the one I have my pc it gets very hot and has little air circulation other than my 120mm fan installed on the back of my PC.

I don't wish to overclock my computer to full 5GHz as some people recommend, because not only it isn't a very reliable temperature (often we have variations of more than 20 Cº in less than a day here) and my room is very poor on terms of air circulation, and I don't have any AC. I only wish to overclock it to maybe 4GHz or at least be able to run with Turbo Core always turned on to six cores (the maximum allowed on AMD Overdrive) or at least run it in stock with little to no noise whatsoever.

Will an Hyper 212x be enough for me to have a silent PC or at least a very cool CPU to overclock? Overclock is not a must, since I've never suffered from any performance issues at all, never seen this CPU having more than 40% load at any given time, even with two or more games opened at the same time (searching for a match on Dota 2 while playing FIFA and logged onto Archeage to win some free labor, if anyone is wondering).

Anyway, any thoughts?
