Would an fx8150 bottleneck a Gtx980

An fx-8350 (which is moderately better then your 8150) needs a bit of overclock to not bottleneck a 970 so yes the 980 would be a noticeable drop.
With watercooling and a good motherboard/psu you should be able to overclock an 8350 high enough to have little or no bottleneck. At that point you might compare the cost to an i5 + new motherboard though.

The 8150 is a bulldozer(also known as faildozer) cpu and has very poor single threaded performance and will bottleneck a higher end card like the 980. Even the 8350(which is a good improvement over the 8150) can still bottleneck a card like the 980.

An fx 8350 would only bottleneck a gtx 980 in specific situations really, it's decent. Though yeah there are scenarios where even the fx 8350 would bottleneck the gtx 980, let alone an fx 8150.
