Would an i3 6100,quad core clocking at 3.7GHZ bottleneck a GTX 960?

My friend is looking for a good gaming pc but is running on a tight budget in terms of processor aqcuaintance. I was wondering if the i3 6100 would be a good CPU.

i3 6100 is not a quad core chip, it is dual core with hyper threading. Which puts it somewhere above a dual core chip and below a quad core chip in terms of performance. Pairing it with a 960 shouldn't be a problem as long as the games themselves aren't CPU intensive titles, e.g. Cities Skylines. It'll be fine in most games on the market.
