Would an i5 6400 bottleneck a GTX 1060 harshly?

One of my friends has been experiencing hard FPS drops on his new computer, having one of the latest GPU's leads me to believe it's due to his slightly older CPU, could this be plausible?

Depends on the game (some games run poorly on just about any hardware), but in most cases I would not expect an i5 6400 to cause "hard FPS drops". Yeah, maybe in some cases you'll have dips into the 50's or maybe even upper 40's in the most intensive AAA games, but averages should be good.
