would an i7 3770 non k bottleneck an rtx 2070 ?

i have an i3 2120 and a gtx 1050 and thinking of an upgrade for 1080p 60hz gaming , is an i7 3770 and an rtx 2070 a good upgrade or i will have bottlenecks ?

For 1080p 60hz, RTX2070 is waaaaaay too overkill. Get at least an i5-8400 or i7-8700.
Or get a weaker GPU. For 1080p 60hz, a GTX1070/1070ti is sufficient

You'll be fine. 3770 easily runs a 1080 and that is pretty much a 2070.

3770 is plenty, even a 2600 would be fine.
