Several years ago I got a build rig and now I was wondering if I could oberclock the GPU.

CPU - Intel i5-4460

GPU - Nvidia GTX 960 2GB

MOTHERBOARD - GA-B85-HD3

MEMORY - Crucial DDR3-1600 8GB

STORAGE - SSD SanDisk Z400s 128GBs
STORAGE - HHD WD10EZEX 1 TB

PSU - FSP350-60HHN(85)

CASE-IN Win MaNa 136 Mid Tower

Solution
A half-way decent 500W PSU is as expensive as a GTX 960 these days. Spending a bunch of money for only a few more FPS isn't a very good idea. I'd recommend buying some RAM if you're looking for a quick boost. Otherwise, save up and buy a new GPU and PSU at a later date.

Yes, you can overclock your GPU. You can download the overclock software from your GPU manufacturer. If they don't provide one, you can still get one from another manufacturer like MSI AfterBurner or Asus GPUTweak. If you're uncomfortable with overclocking yourself, these software have some automatic OC functionalities. Have fun!

It most probably will to be honest. GPUs draw a lot more power when overclocked. There's very little room to overclock and it would make your build unstable (random shutdowns,etc..)

Otherwise, don't worry about the current state of your build. Power consumption websites give the highest possible consumption, not present in real world conditions. Overclocking on GPUs is good but not necessary in any way.
