Would I be able to use a 2.0 x16 in a 1.0 x16 slot

Okay so I have a Dell DM051 mini desktop with a 1.0 x16 slot.

I was wondering if a EVGA - GeForce 210 1GB DDR3 PCI Express 2.0 Graphics Card would work on my computer so if so how well would it work. Also if not do you know of any cards that might work better.

I am looking to play open world rpg and strategy games.

My budget is $60 and I have a resolution of 32 bit.

I am very new at this and any info would help.

It will work. They are backward compatible.

Its not a great card so dont expect too much out of it.

Yes. PCI express is backwards compatible.
